The first word in the first hex-boggle puzzle search ALMOST looks like itself in the glyphtionary, if it is extended back to its own beginning. The only other one matching a glyph is the fifth word. These glyphs must be a rabbit hole.
And to save everybody else time, if you take all the concentric hexagons and look for clockwise "words" of 12 characters, you will be rickrolled at least once, and otherwise get nowhere.
so Second image has 38 symbols with lots of repeats ... I know what all the symbols mean but is the idea to still turn these into something to type after tiny.cc?
I was talking about stage 2, the PDF -- the browser shouldn't make a difference, as the PDF contains the symbols. But to answer your question, a couple of them are in earlier, less specialized, unicode blocks.
I found a wiki page with all the symbols instead, Unicode hasn't really given me much so far. Not sure whether I should use the meanings at all or if this is more of an abstract exercise.
I have no idea where to go from stage 4. The image is the same as step 1, except the obvious text and JPG noise. I don't see how I could go on from that.

Thanks! That was actually helpful, I was looking for a 12-letter word which translates into a glyph which has "top right" and "clockwise", but apparently it's not glyph translation is 12 letters.
Any hint on 7 metals? I am stuck here for an hour or so. Is it some 7 state code (or 6 + separator)? Like Morse is 3 state (2 + separator). Or is this a rabbit hole?
Still a bit stumped on step 3, as I had to resort to cryptanalysis/brute force. (EDIT: Got it now. Still a bit arbitrary, so you just have to try different possibilities until it works).
And for step 4 the different formats made it difficult, really need some good glasses here. Or maybe it was just the software I used.
I've gotten to the second part of the puzzle, finally. Apparently my web browser cannot render all of the unicode symbols, so finding a webpage listing all of them at the same time is getting me nowhere, dangit. Only four of them even render when I copy the character from the pdf (the 2nd and the last one), and of what remains only those pertaining to a 1960's band can be found.
All those characters render in my browser (SeaMonkey) and OS (Fedora 30) and could be Googled. In fact, gedit could render them too. Install more fonts? Or Google them even if they don't render.
Googling them individually gets me to the identical "Replacement character" unicode page, regardless of which. I can't even paste it from the pdf into firefox's search bar.

The 7 letter word I am fairly certain is right and that same word is also a glyph but where do I go from there to get 12 letters??

Trace the glyph in your scanner.

Omg so useful someone else said to draw it somewhere and you said to trace it it finally dawned on me and I got the key!!!
you are on the right path. but..why did you always use the first letter of each word? ;)
when you get it right, the 12letter code is actually readable and very related to the puzzle :)

perhaps.. load it into your google drive and see if it can handle it?
What's your PDF viewer? I used xpdf 4.01. You can also try pdftotext (comes with poppler-utils on my system).
