Actually, I can now confirm there is at least one tool online that can do that without issues. Of course, you might not be able to find it unless you know exactly how the message is hidden, so it's not terribly helpful.
Step 2 I found a wikipedia page where you find the english names of the elements, tried the first letter of each, the first letter of alternate names, the first letter of the periodic symbol, not sure how to get to step 3.
I've done a difference image between the two images and apart from the fact that one is a few pixels to the right and they both obviously have text/graphics drawn on, there seems to be basically no difference. (If we are looking at differences of 1 or 2 between pixel values, there is a lot of noise, but I put that down to the fact that the first image is JPEG.)

When the metal numbers are correct do the first 4 say 3214?
I used the background as a hint for the order. I still haven't the foggiest how to group these.

No it isn't. The abbreviation for the illicit substance uses an S, not a C.

Someone showed me that tool now. The code is hidden differently than I thought, which makes it much easier with that tool.
However, I'd say that approach is much less well known.

So I take it that just manipulating brightness, contrast, etc. Is not going to find the code?
