As others also have said, missing vocabulary was the issue. If not for that, I would have solved an hour or so in. And then the passcode rate limit was a problem...
I give up, I do not speak English nor can I read it to realize what it means or how to look for the word, I think Niantic should realize that there are not only English-speaking players in the game.
The keyword is non obvious (if you don't know the word you will not spot it), and in plain text once you decode the image. googling the meaning of it IMMEDIATELY reveals it as the keyword however.
I managed to interpret the barcode as 23 letters, apparently random to my eye. The bar code method I used has a legitimate start and end code, as well as a correct check sum. It seems like it must be correct but it's gibberish (and not accepted as a passcode)

It's possible to use image editing software (Microsoft Paint will do) to create in a series of simple steps one image that can then be read by a barcode scanner app (Google Lens worked for me). If you find out which way you have to manually "read" the pattern, you can use the same logic to create a barcode image to let the computer do all the boring work.
Since there are already tons of spoilers in the thread... It can be eyeballed to count the bits and use the appropriate wiki to get the ASCII letters associated with each segment. It's a lot more tedious but it can be done. If you know the properties of the code it will help with the verification of each segment.

The puzzle for this event is located in the first post of this thread. If you solve it, that is the code you can redeem on the Intel map or within your Android OS scanner.
To make a code, anyone can do that any time. But, not many from the general ingress audience will attempt to solve it unless there is a prize or special recognition.

I've currently got 23 lower case letters, pretty stuck, no words jumping out at me.
I tried to use eng-anagram sites, but without results. 9 letters words maximum. sadly

Could it be a reference to Interleaved 2 of 5 barcodes but using 7 of 2 instead?
