The point is allowing people caught under a BAF to have a chance to play locally. Portal density is so high nowadays it really shouldn't be hard to find something playable with that range almost anywhere.
You have over a week to farm keys. Depending on your agent level or the people you play the game with, this medal can be completed in the first hour pretty easily...
They should have announced the bronze medal as requiring 4.1 links, then sat back while everyone argued about what that meant. That would been a good prank.

These event-tier badges do not count towards the main Ingress levelling up requirements, *I think;
So... they can stay the special limited, 3-tiered, event type badges, imo.
They count as Bronze (not used for levelling), Silver (Levels 9-12) and Gold (Levels 9-13). So they do help, just not for anything past level 13.

Former format was very well received before we turned ino the "an event a week" format. Honestly, I'll enjoy the free weekend without an event.
