No, it's not personalized. It will just show a linear target for the challenge, feel free to ignore it if your gameplay is not constant day-to-day
The countdown timer seems wrong. It starts at 19:00UTC. Seems to be set for 13:00 UTC.

Hmmm, it’s showing 1900 for me. It’s just after 1900UTC right now at the halfway point and the page shows that I should be at 401 for gold.
There’s no way for the page to read your scanner data. You just compare your current challenge number to the counters on the page to see if you’re ahead or behind on your target.
