Truthseekers: I am led to believe that this Tessera has been released. I've heard of a few speculations where this piece might be, but am always prepared to be surprised. No clue was given to me. We probably have to wait for other Discoverers to report back their findings!

If you are asking how do you get this specific Tessera, you have to be at a specific portal and hack it. This is not like other Tessera where you can hack any portal. Out of all the portals in the world, there is only one that will give you this Tessera currently.
agreed, the geographical location of the tesserae drops is... making it .. frustrating...? for those of us not at the location to hack the media. as per what @ArkFang stated above.
