Apostrophes in Portal review complete Emails

This has been an issue since portal nominations opened up in Prime. Any time I use an apostrophe in a portal nomination name, the title of the email is messed up. The apostrophe is replaced with the text "'"

Could this be fixed?

This is a result of filtering to avoid SQL Injection attacks when they're automatically processing these, because they don't know how to force all the content to be text-only and not interpretable.

Could it simply be difference in url encoding? I'm just reminded of Wikipedia links
