I am signed up for the Newcastle anomaly as an off-site participant. I have not received the email with the links to the codes for the deciphering challenge yet even though the anomaly started 15 minutes ago. Is anyone else having this issue?
Not acceptable if they're going to be charging for off-site participation. When I contacted them through the app, their response was that I should contact the POC for the anomaly to see if I did enough to qualify for the medal. Obviously if the off-site ticket was purchased solely to participate in the deciphering challenge and I never received the email I wouldn't have done enough for the medal. Putting it off on the POCs to look into it is Niantic just pushing the blame onto someone else.
I understand your frustration regarding not receiving the email. However, your statement about Niantic "pushing the blame onto someone else" may be incorrect.
In the past, off-site participants' (Ops, rechargers, key mules, etc.) eligibility for the anomaly medal was determined and submitted by POCs or other faction designee to Niantic. My understanding is that various metrics were predetermined to determine eligibility for the medal (e.g. recharge X amount of XM during the anomaly), and these were given to POCs and sent to Niantic for medal distribution.
Admittedly, both the paid off-site participant and deciphering challenge are new to all of us so some things may be different. That being said, their instruction for you to contact your faction POC seems to be keeping with past protocol.
To tell you a joke, I have bought offsite ticket for Taoyuan. And then receive minicode email in time. But my master code email was at 1731 UTC+8. The end of Taoyuan site is 1730 UTC+8.
I am so lucky that other agents sent me master code url as soon as they received it.
Fair enough. This was my first anomaly so I'm our of the loop on past protocol. I think they need to reconsider how they handle the situation now since it is impossible to participate without the email unless the organizers have set up some sort of seperate group to relay info to everyone who signed up with their faction as well. I guess at this point I just feel like it may be a waste of money to buy a ticket in the future if I can't guarantee I'll get the email.
I actually got two emails for the master code for Dresden, one 1 1/2 hours before the anomaly ended, and the other about 5 min before the anomaly ended (but after the other faction had already solved it). It seems like in the future each faction may have to take steps on their own to make sure that the emails make it to the participants.

Similar case. I was off-site on Sacramento, didn't received anything until 2h30m after the anomaly began.
(Somehow I asked my on-site friends fwd his/her email to me and I managed to do my decipher and contribute to my faction then.)

The most ridiculous of this joke is that I got the credit of Taoyuan Master puzzle :) though I did not receive the email when I redeemed the passcode
