When do character badges go on sale?

I noticed you no longer have an Anomaly pack that you pay for and the website refers you to the in app store, but when will the character packs come online. The Anomaly is right around the corner. You would think that Niantic would prioritize the character packs as it is a much requested way that they can monetize the game. Much better than the $15 Anomaly tickets.
