Official OPR guide has always been full of black areas where is not clear how the KO reasoning should be followed.
The way I see it, communities should be allowed to build a well detailed interactive guide, with portal categories explained with pictures and examples, and then use that guide to adjust OPR system and letting community manage portal appeals and such.

Updating the guide to incorporate AMA clarifications is long overdue.

That's more of a submission guide. The OPR review guide needs updating to reflect AMA answers on what is and isn't allowed.
In the meantime, this is now up-to-date with the June/July community AMA.
This is exactly what I was talking about!
Niantic needs to pick this up and adding it up into a website with a form where playerbase can suggest new categories, KO cases, exceptions, etc.
