The friends you have in Ingress are not virtual like other games. But real friends that you meet up in real life.
Ingress has no Gifting either, and honestly, unless there is something specific to gift, which can do anyway with Capsules, there isn't much point in it.

Maybe when Crafting other things requiring special materials? But do you want your limited space taken up with materials that you can't use by themselves?
They may be thinking of Campfire, which does have a Friends feature tied to your Niantic account. This can be found by tapping the Campfire within the main options after pressing the "menu" button in the bottom middle of the main screen.
