This is definitely annoying that it’s the only way to get a Portal activated for Overclock. The Wayfarer app is being depreciated at some point also so there needs to be some mechanism of getting these activated either automatically or via the Ingress app.
I think they probably mean it's a global limit. So if N agents or Lightship developers worldwide have already pressed the button recently then it will give you an error and you'll have to wait until some of those N requests have completed (and hope that the vacated activation slots haven't been immediately filled by other agents pressing the button). That's why their solution is to try another time, but no one can say what time is best without access to the statistics on their servers.

The support staff thinks it's ten per day, or week, or month, or something. But they are misinformed or misunderstand. Or it's a bug. Because it's ten EVER.
it used to be 10 max over a few days, right after the challenge started and they panicked at the huge increase of scanning and activating, which wS the reason gor the challenge, but now it’s basically one or two activations every few hours!

The website was definitely better than the app for activating VPS anyways.
