Is Ingress year medal given based on player level?
Yes, medals are given out based on the level agents are at the end of the event (Nov 20).
if an agent of Level 16, gains 1 AP between Nov 15-20, he gets Onyx medal, right?
Yes, although the AP gain counts from Nov 15 2022 last year and not just for 5 days. As long as that agent has gained a single AP in the year since the last anniversary event, it counts.
Does AP gain matter for the type of medal?
No, the AP can come from anywhere.
