Captured or visited status not showing up on scanner

I noticed this a while ago. A number of portals do not show up on my scanner as ones I have captured, with a red ring around them. When I tried to toggle the “show captured portals” view, I got a second view that showed only the problematic ones as captured. Toggling the captured view again turned off all red circles, as expected.
A couple of weeks ago, I noticed the same thing happening to the “visited portals” (purple circles) view. Some portals that I definitely had visited were t shown, but there was a second visited view that showed the ones that didn’t show in the first. These are not necessarily the same portals as the captured ones, though
In the last week or so, I have noticed this happening with many more portals. Not sure if more are doing it, or if I am just noticing it more.

They should be exact opposites, it's just that sometimes the portals don't match, particularly old portals that have moved...
At least in the screenshots shared here, they are exactly the opposite...
I think you two are talking about different things.
@NunavutPants When tapping on a layer a second time, it shows all portals you haven't yet captured. This is intended so you can easily see which portals you have missed.
However, the scanner sometimes thinks you haven't captured a portal although you already have. This is often the case when a portal is moved as the unique markers for the layers are stored via coordinates, not the unique ID of each portal. If a portal is moved, the scanner can't find a "Captured portal at location X.X,X.X" on the server and shows it as uncaptured.
Recapturing will update the server, but won't give you another point for the badge as that one is using the unique portal IDs.
Recapturing does not change the status shown, or at least it did not a month ago when I was experimenting with this.
