Yes, you need to scan the portal. Not sure what kind of phones can, but only pretty new ones.
Then, build an account on 8th Wall.
Download the Niantic Wayfarer app. Close all apps that use GPS (including Ingress).
Sign onto Niantic Wayfarer using your 8th Wall account. (Google sign in will not work.)
Position the map at the place you want to activate portals. Press "LOAD NEARBY WAYSPOTS".
If a wayspot has has at least 10 scans (but 10 is iffy to work - 100 is better). Press the Activate VPS button. NOTE: you could find some portals with enough scans and you didn't do any of the scans. Others are scanning too.
Wait 2 hours to 2 days, for an email saying either Activated or Activation Failed.
Go back to the portal on the Niantic Wayfarer app. It probably says "Localizability: Fair" which means it won't show up for overclock.
I don't know what, if anything, happens next. I thought maybe Niantic would knit it or something to move it from "Fair" into a better level. But I have "Activated" emails from four days ago, for portals that still say "Fair",
"Yes, you need to scan the portal. Not sure what kind of phones can, but only pretty new ones."
I have two phones I was using my Samsung Galaxy S10+. This phone used to allow me to use Lightship AR (It's also on Niantic supported phones list) however like many Ingress user's I was hit with the bug that prohibited it and only allows regular scans. After that I upgraded to the Samsung Galaxy S23+ Ultra. You'd think it would also allow it but Niantic hasn't upgraded the phones that work with Lightship AR since 2021.

Yes, been using the Wayfarer app for some time and have got many portals approved (after the 10+ scans needed).
"Niantic AR" is usually the meshing ability, which can be enabled through Settings:
or if you're about to scan, the top right icon:
Niantic oddly redirects to the ARcode enabled phones for compatabile phones here but from my understanding they manually whitelist phones towards Niantic Lightship AR. Confusing? Definitely.

I have an old Galaxy S9, it is proven to be still able to do wayspot scans
