BUG: Accepted Submissions Not Giving Keys

Expected: POI submitted via Ingress is accepted and key to portal is given to submitter once the portal shows up in scanner.

Observed Behavior: Portal shows up on scanner. At least a day elapses. No keys show up in inventory. This has been the case for the last two POI submitted in the last few months (the other one was accepted back in mod-November).
