Nomination cannot be Upgraded as Upgrades Available

I have a Nomination submitted in 2019, and set it in "UPGRADE NEXT" in the next few days. Soon after that, I got an "Upgrades Available", It seems like the nomination would come into the Review pool in next 24 hours.
But 2 years has been passed, It still be in "UPGRADE NEXT". And also, unable to withdraw this submission.
