Can you tell us which characters exactly? As the developer are English, they most likely don't know how Japanese should look.

Some Japanese Enlightends decoded how the words garbled as below:

6 of UTF-16 replaced to E
2,8,E seems not replaced
some constant number added to 2,3 digit, but it’s not replaced if 3rd digit is start with 1 when thinking in binary

About 2.66.1 for Android, Japanese text are overall broken.
It looks like a developer overwrote the localization files in the wrong environment.
I heard zh text is also broken.
Even the message asking for feedback is broken.
It seems to be causing a low rating on Google Play.

Thanks everyone for reporting this. We're working on a fix. In the meantime, we've paused the rollout of the latest Ingress app release.
Not only Japanese, some Korean agents reported this too.
This should be fixed in Ingress 2.66.2 on Android (2.66.1 on iOS), which is starting to roll out now.
