Bring more balance in the game (upgrade 1 r7/8 instead of 2).

Dear Niantic (Ingress),


It would be more interesting if the person who caps the portal can place 2 R7/8 and the people who upgrade only 1 R7/8.

For a P8 portal you will need 7 people instead of 4 and for a P7 portal you need 2 (just like now).

This will bring more balance in the game.

    It will make more sense if it return to just one lv8 and lv7 per single agent. Or get rid of xmp levels since it is useless using lv1-5 and everyone have tons of lv7 and 8 now. The weapons levels and shields are practically useless, if you are close to the portal it will go down, doesn't matter how many people are recharging.

    Create new weapons with more versatile ways to attack and let the power be decide by agent level, with multiplier for the recurseds.

    Let the resonators be important just for link length and defense, not gear drop.
