So from the latest video and Courier's departure it looks like w have a 3rd exogenous entity. I think this may finally be the time where we get a 3rd faction and Nemisis can become something more than an obscure plot. Maybe make it so that you can only recurse into this faction.

It will never happen because as Courier -1218 Hank- said in Courier Departure, the Undine is bored about being the gatekeeper and will never show up.
