I highly doubt thats going to happen to be honest as multi accounting spoofing is frowned on by the community & the developers...if you want to create a portal then I suggest you actually learn the gane or play pokemon go and work at it to hit the required levels to do so...you'll feel better for it.

try find some local pogo players on facebook maybe that can send in some portals ??
You have to hit level 10 in order to submit portals. Nobody is going to give you one.
