The rules state that for every 100 screenshots posted the prediction window is extended by 30 minutes. The R8 - Perpetua's Departure global drop at the moment of writing has 180 replies, not all of which contain the correct screenshot. Let's remove a wrong 10%, that's 18 posts, so assume 162 correct posts.
The window for this global Tessera drop was extended to 20:30 UTC to compensate for problems regarding the redeeming and receiving the Tessera. New passcodes were made available to help out as well, but some people are still running into issues. We can however safely assume the 200+ mark would've been easily hit if it wasn't for problems regarding the redeeming and entering of the Tessera passcodes.
The linked R8 - Dreamer Archetype Tessera was released at 19:00 UTC and has a base prediction window of 1 hour. Every 100 screenshots shared in the global Tessera thread adds 30 minutes to the timer. Assuming the current 162 correct posts this means 30 minutes added to the timer, so a 1.5 hour prediction window. The thread was closed after 1.5 hour prediction window.
However, this doesn't make a lot of sense;
1. The window for the global Tessera is still open and running until 20:30 UTC. During that time the prediction window for the linked Tessera can't be closed as it's not known how many players will post the correct screenshot.
2. The problems regarding the redeeming of passcodes and sharing of the screenshots are the cause of the low amount of replies. As the new global Tessera and linked Tessera are releasing many players have switched over to report the new one instead, as the passcodes for it work.
Could you please clarify why it appears as if the rules weren't followed correctly?

@HendrikTovenaar Here's what the Tethered Hand responded: The clue for Tessera Dreamer Archetype was published at 18:00 UTC (1hr after Tessera Perpetua Departure). With the screenshots gathered from Global Tessera Perpetua Departure, the accumulated Prediction Window became 1.5 hrs. The original deadline for posting the global Tessera screenshots ends at 19:00. Extra time was given to accommodate the passcode traffic. If the number of screenshots submitted before the original Window (19:30 UTC) reaches 200, 30 more minutes will be added, thus updating your Window to 20:30 UTC. The descriptions weren't explicit, but thank you for your candid response and understanding. Everything gathered here in the process will become important data to our research.
