[bug] hacked item windows obscure cooldown messages

Throw a fracker on a portal.

Glyph hack portal.

Without dismissing the items window, immediately tap on the portal and tap hack the portal.

You will not see the cooldown message. I assume it is underneath the Bonus Items window.

    I don't think the fracker is necessary. It just seems that pending hack result windows prevent the cooldown message from being shown. The cooldown message needs a lot of improvement, anyway.

    I think it is a synchronous error message rather than an asynchronous notification.

    At best they appear in red for about 1/10th of a second - not long enough to read.
