Kureze Effect - the Formation / Phase 1 - Final Report

Excellent work in battling for control over the Kureze Effect last weekend. The final results of Phase 1 of 3 are as follows:
- Agent-deployed: ENL 305,752 vs 317,323 RES
- NIA-deployed: ENL 841,910 vs 737,310 RES
With the Enlightened victory in Phase 1 of 3, it appears as though Dr. Kureze was able to secure the following partial media object through the Portal Network:

Probably a week beforehand, just like Phase 1. They said they're doing that to discourage unnecessary travel.

First anomaly that they've discouraged agents from attending. Seems a little on the odd side.

It's probably good on toast.
Agent-deployed: "Global" - RES win by ~3.7%
NIA-deployed: "Anomaly" - ENL score ~13.2% higher
Actually the patterns emerge pretty similarly. ENL pounds the ground hard on-site and wins, RES win on the unverified. In this case, the global scoring didn't offer a large enough return to **** the agents that traveled to play in person.

So how is the victory of the whole Kureze Effect decided? The faction that wins more phases or are all scores added up for a final score?

This is only about Phase 1 (January). I'm asking about all three weekends (Jan, Feb, Mar, Phase 1 - Phase 3).
As usual, rules seem to be unclear. I interpret the initial post to say total cumulative score across all 3 phases. This final report seems to imply each phase is scored individually and it's best 2 out of 3. Typical Niantic shenanigans xD
